in escrow . . . NO PAYMENTS ARE MADE UNTIL ALL SUPPLIERS AND
SUBCONTRACTORS COMPLETE THEIR WORK ( in a professional manner) .

maintaining "STRICT SUPERVISORY CONTROL" and "FUNDING
